One note, however. Only Governor Blanco has the authority to order a mandatory evacuation of any city in Louisiana, and she never did.

While Nagin can announce all the "Mandatory Evacuation" orders he wants, the Governor has to enforce them. This came up later on September 3 amid discussion of the toxic water in NO.
